Notice on Public Consultation - Concept Document for the Amendment of the Rule (ERO/Rule No. 03/2023) on Prosumers of Renewable Sources

The Energy Regulatory Office (ERO) announces that, in accordance with the applicable legal obligations and procedures, it has published the Concept Document for public consultation for a period of 15 days (23 October-06 November 2026).

This Concept Document sets out the guiding principles for amending the Rule (ERO/Rule No. 03/2023) on Prosumers of Renewable Sources, with the aim of aligning it with Law No. 08/L-258 on the Promotion of the Use of Renewable Energy Sources (the Renewable Energy Sources Law), adopted in 2024. The document has been prepared by the Energy Regulatory Office (ERO) and its consultants, with funding from the European Bank for Reconstruction and Development (EBRD), as a basis for gathering comments from stakeholders. The comments received during the public consultation will inform the drafting of the amended Rule.

ERO invites all stakeholders to submit their comments, objections and suggestions in writing. Comments must be submitted no later than 06 November 2026, at 16:00, at the email address: info@ero-ks.org

All comments received within the above-mentioned deadline will be carefully reviewed and addressed in the drafting of the amended Rule.
