Public Notice on the Liberalization of the Energy Market in Kosovo

The Energy Regulatory Office (ERO), in accordance with the legal obligations provided for in Article 37, paragraph 2 of the Law on Electricity, announces that it has continued the process of liberalizing the electricity market in the Republic of Kosovo. This process is part of ERO's commitment to developing the electricity market, increasing competition, and improving services to customers.

Based on the legal and regulatory framework, ERO has designated KESCO as a supplier with the right to universal service. It should be noted that Article 37, paragraph 2 of Law No. 05/L – 085 on Electricity, stipulates that: “The right to universal service is enjoyed by all household and non-household customers with an annual turnover of no more than ten (10) million euros, or no more than fifty (50) employees”. As part of this process, ERO has instructed KESCO as a Universal service supplier to identify household and non-household customers who are entitled to universal service, while those who do not fulfil the criteria for the right to universal service, to enter the free market, starting from 1 June 2025. Therefore, non-household customers must submit to KESCO evidence of whether they meet the criteria for universal service supply.

Market liberalization has been a commitment of ERO since 2017, which was temporarily interrupted due to the consequences of the pandemic and the energy crisis, which created uncertainty in the supply and stability of the energy market. However, the necessary criteria have now been fulfilled to enable eligible customers to switch to the open market and benefit from the opportunities for competition.

Furthermore, ERO will monitor every step of this process, to ensure the protection of customer interests and to guarantee that all parties involved respect the applicable legal norms and standards.

Customers, as well as all electricity market stakeholders, will have the opportunity to be informed and engaged in this process through communication channels opened by ERO and KESCO, ensuring transparency and equal opportunities for all. We inform you that ERO has licensed several electricity suppliers and that the list of licensed suppliers in Kosovo can be found on the ERO website (https://www.ero-ks.org/zrre/sq/regjistrilicenca-furnizim).
